Why the big ad and texting platforms ban hemp and kava, and the channels that still work

Meta, Google, TikTok, Twilio, and every major US carrier have written hemp, CBD, and cannabis out of their ad and SMS policies. Here is exactly what those policies say, what violations cost, and which channels are still open.

Meta: CBD requires written authorization and LegitScript certification

Meta's ad standards prohibit all ads that promote or offer the sale of THC products or cannabis products containing psychoactive components. CBD is treated as a restricted category: ads are only allowed with prior written authorization from Meta plus a LegitScript certification, US-only targeting, no health claims, and no targeting of users under 18. The limited exception is non-CBD hemp products containing 0.3% THC or less, such as hemp seed and hemp fiber, which are permitted in the US, Canada, and Mexico without the authorization requirement. Any CBD product or higher-THC product remains gated behind authorization and certification. Most hemp shop and kava bar owners never get that authorization. Google Ads: ingestible CBD is banned, topical hemp is limited to three territories

Google classifies marijuana and cannabis as prohibited recreational drugs and bans ingestible CBD entirely. The only carve-out is topical, hemp-derived CBD with 0.3% or less THC, which still requires an advertiser application and may only target California, Colorado, and Puerto Rico. If your shop is in Texas, Florida, Tennessee, or anywhere else, there is no compliant path to run hemp product ads on Google Ads at all. TikTok: ingestible hemp requires a direct TikTok sales rep relationship

TikTok does not allow ingestible hemp or CBD through its self-serve ad platform. Any hemp product ad requires working directly with a TikTok Sales Representative, and CBD and ingestible cannabinoid promotion is broadly disallowed. For the kava bar owner who sees competitors thriving on TikTok organic content, the distinction matters: organic posts are a separate question, but paid promotion is blocked from self-serve entirely. SMS: Twilio error 30940 and what it means

Twilio error 30940 is issued when the A2P 10DLC registration system detects content related to cannabis, CBD, marijuana, or other controlled substances. The rejected campaign is not eligible for resubmission because the prohibition is categorical, not a formatting issue. This is not a Twilio-specific policy; it reflects the underlying carrier rules that Twilio must enforce to maintain access to AT&T, T-Mobile, and Verizon's networks. What the major US carriers actually allow

No major US carrier in 2025, including AT&T, T-Mobile, and Verizon, unambiguously permits explicit SMS or MMS sales promotion of hemp, CBD, or derivative cannabinoids. Suspect campaigns are throttled or blocked before delivery, and accounts can be suspended or permanently banned from all SMS channels. The first offense fine for a SHAFT-category SMS message runs $1,000 to $2,000 per message; repeat violations often exceed $10,000 per violation. Birdeye cannot text for a cannabis business either

Birdeye is one of the most commonly recommended review and messaging platforms for local retail. Its own help center confirms that cannabis and CBD businesses cannot send SMS through its platform because carriers have banned cannabis-related keywords. Birdeye routes those businesses to email-only webchat as a fallback. Birdeye starts at $299 per month per location. You would pay that monthly fee and still not be able to text your customers. The channels that still work, and why speed and reputation win

The channels that remain open are the ones you own: webchat on your own site, email to a list you control, and compliant routing through whitelisted messaging infrastructure. None of those depend on a carrier or ad platform that can revoke access without warning. While the paid channels are blocked, the basics still decide who wins the sale. An MIT and InsideSales.com lead response study found that businesses that respond within five minutes are 100 times more likely to reach a lead than those who wait 30 minutes, and 21 times more likely to qualify that lead into a real conversation. If the paid ad channels are closed, owning the response speed and the review count is how a regulated retailer builds a customer base that the platforms cannot take away.

Common questions

Can I run ads for kava bars, which have no cannabis connection?

Kava bars face fewer restrictions than hemp shops because kava is not a controlled substance. Meta and Google will generally run ads for kava products and kava bars. The challenge comes when a kava bar also sells CBD or hemp products: the same account that runs kava ads can face review or suspension if those ads touch hemp content. Keep campaigns and accounts strictly separated by product category if you sell both.

What about Google Business Profile posts or organic content?

Organic content, business profile posts, and social media posts are governed by platform content policies, which differ from advertising policies. Many hemp shops post successfully on Instagram and TikTok as organic content without running paid ads. The restrictions described here apply specifically to paid advertising placements and to SMS campaigns run through A2P 10DLC infrastructure.

If SMS is blocked, how do I reach customers after a sale?

Email is the most reliable owned channel. A list you control cannot be taken away by a carrier policy change. Webchat initiated by the customer on your own site is compliant because the customer is contacting you, not you initiating an outbound mass campaign. Some compliant messaging routing providers have worked directly with carriers to establish approved pathways for hemp-adjacent businesses, but the landscape changes and any solution requires ongoing compliance monitoring.

What does 10DLC mean and why does it matter?

10DLC stands for 10-digit long code, which is the standard phone number format for business text messaging in the US. The major carriers implemented A2P (Application-to-Person) 10DLC registration in 2021, requiring businesses to register the purpose of their messaging campaigns before texts can be delivered. That registration process is where hemp and cannabis content is screened and rejected. Before 10DLC, some hemp businesses sent SMS without hitting this wall. That gap is closed now.
